The CAPPS HR/PY Tower Analyst will serve as a senior-level functional and technical consultant on the Texas Comptroller of Public Accounts (CPA) Fiscal Management Statewide Fiscal Systems team, supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. CAPPS HR/Payroll is the State of Texas Enterprise Resource Planning (ERP) system built on Oracle PeopleSoft Human Capital Management (HCM) version 9.2, Image 53. The system includes Human Resources, Payroll, Position Management, Commitment Accounting, Time and Labor, Performance Management, and CAPPS Recruit (TAM/CG). The candidate will be a point of contact for 100+ state agencies and will be expected to have deep, comprehensive knowledge of all deployed modules and their functional integration across the CAPPS HR/Payroll tower. The role is telework/remote within the continental United States, with occasional ad-hoc on-site requirements at CPA's Austin headquarters at the candidate's expense. Standard hours are Monday–Friday, 8:00 AM–5:00 PM CT, with after-hours, weekend, and holiday work possible as needed. The initial contract term is 09/01/2026–08/31/2027 (~1,920 hours), with up to two optional one-year renewals.
