The Texas Comptroller of Public Accounts (CPA) is seeking 2 senior-level CAPPS HR/PY Human Resources Analysts to support its Fiscal Management Statewide Fiscal Systems team. The role involves supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) Program, which is based on Oracle PeopleSoft HCM version 9.2 Image 53 and includes HR, Payroll, Position Management, Time and Labor, Performance Management, and CAPPS Recruit modules. Candidates will provide highly advanced consultative and functional support for CAPPS HR/Payroll, serve as a point of contact for 100+ state agencies, perform functional configuration and design, ensure FMLA compliance, and support cross-functional collaboration across technical and policy teams. The position also requires Level 2 Service Desk support, participation in disaster recovery and upgrade testing, SOC-1 audit activities, and presenting at CAPPS User Groups and the Steering Committee. The work location is listed as telework/remote (primary), with ad-hoc on-site requirements at CPA's Austin, TX headquarters. Work hours are Monday–Friday, 8:00 AM–5:00 PM CT, approximately 160 hours/month. The contract runs 09/01/2026–08/31/2027 (up to 1,920 hours), with two optional one-year renewals possible.
