The CAPPS Talent Management Analyst will support the Texas Comptroller of Public Accounts (CPA) Fiscal Management Statewide Fiscal Systems team as part of the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. CAPPS HR/Payroll is built on Oracle PeopleSoft HCM version 9.2, Image 53. Two (2) candidates are being sought. This role may be assigned to support CAPPS Recruit (TAM/CG and OnBoarding), PeopleSoft Enterprise Performance Management (ePM), or both, depending on business needs. The position involves performing highly advanced (senior-level) consultative services and functional assistance work. The candidate must be adaptable and able to learn and integrate new systems and platforms as needed, such as CGI Advantage. Key areas of responsibility include: - Setup, configuration, and maintenance of TAM/CG, OnBoarding Activity Guides, and/or ePM templates and workflows - Security and access control administration for TAM/CG, OnBoarding, and/or ePM modules - End-user support for Candidate Gateway and ePM, including troubleshooting and issue resolution - Reporting and analytics for recruiting metrics, onboarding task completion, and ePM evaluation outcomes - Cross-functional integration support across TAM/CG, OnBoarding, ePM, HR Core, Position Management, and external systems - Level 2 Service Desk support with complex ticket handling and advanced troubleshooting - Technical work using App Designer, Integration Broker, SQR/SQL, BI Publisher, and related tools - Ensuring WCAG 2.1 accessibility compliance for all digital products - Participation in disaster recovery, upgrade testing, SOC-1 audits, and Major Incident Management (MIM) for P1/P2 incidents - Presenting at CAPPS User Groups and the CAPPS Steering Committee - Cross-training junior analysts and providing training to agency personnel - Working under minimal supervision across a network of 100+ Texas state agencies The contract is for approximately 1,920 hours over the initial term (FY2027: 09/01/2026–08/31/2027), with up to two optional one-year renewals. The primary work location is telework/remote, with infrequent on-site visits to CPA's Austin, TX headquarters as needed.
