The CAPPS HR/PY Human Resources Analyst will support the Texas Comptroller of Public Accounts (CPA) Fiscal Management Statewide Fiscal Systems team as part of the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. CAPPS HR/Payroll is the State of Texas ERP system built on Oracle PeopleSoft HCM version 9.2, Image 53, covering Human Resources, Payroll, Position Management, Commitment Accounting, Time and Labor, Performance Management, and CAPPS Recruit. The candidate will provide senior-level consultative and functional support services, lead Fluid UI upgrade activities, manage the Approval Workflow Engine, perform functional HR module configuration, and provide Tier 2 Service Desk support across a network of 100+ state agencies. The role also involves supporting fiscal year-end, calendar year-end, ACA/1095-C processing, SOC-1 audits, Disaster Recovery exercises, and CAPPS User Group presentations.
