The CAPPS HR/PY Special Projects Analyst will be part of the Texas Comptroller of Public Accounts (CPA) Fiscal Management Statewide Fiscal Systems team, supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. CAPPS HR/Payroll is the State of Texas Enterprise Resource Planning (ERP) system built on Oracle PeopleSoft HCM version 9.2, Image 53, encompassing Human Resources, Payroll, Position Management, Commitment Accounting, Time and Labor, Performance Management, and CAPPS Recruit (TAM/CG). The role also covers Financials, STARR, and all ancillary systems including CGI Advantage. This is a senior-level, highly independent role providing first-line Level 2 support for complex, high-profile state agencies, functional HR/PY tower expertise, ERP configuration, integration support, system monitoring, cross-functional collaboration, and project-level coordination. The analyst will serve as a key point of contact for 100+ agencies and will work in coordination with a Managed Services Tier 3 vendor.
