The CAPPS HR/PY Human Resources Analyst will join the Texas Comptroller of Public Accounts (CPA) Fiscal Management Statewide Fiscal Systems team, providing senior-level functional and technical support for the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. CAPPS HR/Payroll is the State of Texas Enterprise Resource Planning (ERP) system built on Oracle PeopleSoft HCM version 9.2, Image 53, encompassing Human Resources, Payroll, Position Management, Commitment Accounting, Time and Labor, Performance Management, and CAPPS Recruit (TAM/CG). The candidate serves as a functional subject matter expert for the CAPPS HR/PY module, acts as a point of contact for 100+ CAPPS agencies, supports Tier 2 Service Desk operations, and participates in major incident management, disaster recovery, and SOC-1 audit activities. The role requires working under minimal supervision on complex, multi-agency engagements.
