Lead organizational change management for the CAPPS STARR financial system implementation supporting over 200 state agencies and institutions of higher education. Work alongside CPA's OCM team to coordinate agency communications, readiness activities, and transition support. Serve as structured OCM liaison to state agencies throughout testing, training, and transition activities. Own change management methodology and readiness planning framework while directing OCM Coordinators. Support User Acceptance Testing (UAT) with 500-600 participants, Train-the-Trainer (TTT), and End User Training (EUT) coordination. Develop and execute stakeholder engagement plans, conduct Business Readiness Assessments, and provide executive-level reporting on agency readiness across four dimensions: participation levels, communications effectiveness, training readiness, and operational readiness.
